The Division of Aviation (DOA) within the City of Philadelphia is responsible for this work, and tasks are based at the Philadelphia International Airport (PHL). This position is part of the OIT team at Philadelphia International Airport (PHL) and provides enterprise GIS operations and analysis support to the Division of Aviation. Under the GIS Manager's supervision, and with the IT Director's support, the GIS Analyst is responsible for the creation, analysis, and maintenance of various spatial databases and applications using the ArcGIS suite of desktop products and online mapping tools. the GIS Analyst will also prepare hard copy maps, publish web maps, and conduct mobile field data collection to support data development and maintenance tasks.
Essential functions include: - Creating and maintaining geospatial datasets - Creating and maintaining web map applications through ArcGIS Enterprise Portal - Documenting datasets and processes - Coordinating some enterprise GIS projects - Converting CAD to GIS - Providing geospatial support to various airport departments - Conducting predictive analytics, reporting, and data visualization - Producing maps and printing on large-format printers using custom and automated methods - Interacting with consultants and contractors - Participating in departmental, city, and wider GIS community meetings - Occasionally conducting presentations on specific topics at meetings and conferences - Preparing and maintaining project status reports for the DOA’s GIS Manager - Preparing and delivering presentations and/or training sessions related to mapping software, tools, or procedures to DOA staff - Providing oversight of subordinate, intern, and Co-op employees.
Desired competencies, knowledge, and skills: - Proficiency in database management (creating, editing, updating, joining, appending, and querying spatial and non-spatial relational databases) - Experience with data visualization and graphics tools - Advanced-level proficiency using ESRI ArcGIS 10.x software suite - Intermediate proficiency using ArcGIS Online and related products (including Field Maps for ArcGIS, Web AppBuilder for ArcGIS, and Esri Story Maps) - Spatial data creation, editing and maintenance proficiency in ESRI ArcSDE 10.x - Cartographic design experience for web and hardcopy maps - Advanced-level proficiency using Microsoft Office 2010 (or later versions) Professional Suite (Access, Excel, Word, PowerPoint) - Excellent written and oral communication skills - Proficiency in project planning and time management - Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative - Enthusiasm for learning and pushing technical limits when finding new solutions - Familiarity with Collector for ArcGIS, Survey123, StoryMaps and other cloud-based Esri tools - Experience with mobile data collection applications and configuring them with compatible GPS devices - Skills in data conversion and extraction or FME - Familiarity with non-Esri software.
