About the Role:
We are currently seeking a Research Leader/Senior Analyst to join our dynamic Science and Emerging Technology (SET) research group based in either Cambridge or Brussels. This role will focus on advancing our portfolio in emerging technology policy research.
Core Areas of Work:
- Emerging Technology Policy: Analysis of trends, applications, and impacts of cutting-edge technologies such as artificial intelligence, biotechnology, quantum technology, and virtual reality. Includes technology governance, ethics, public engagement, and skills development.
- Research and Innovation Policy: Evaluation of research and innovation systems, including strategy development and landscape reviews. Covers topics like researcher mobility, wellbeing, and open science.
- Energy and Environment Policy: Focus on energy innovation, climate risk, food systems, green jobs, transport, and sustainability issues.
Key Responsibilities:
Research Leadership:
- Drive technology policy research projects, contributing to RAND Europe’s reputable track record.
- Lead and support a diverse range of research projects, expanding into new areas.
- Mentor research staff, fostering skill development and project management capabilities.
- Ensure research impacts policy communities positively.
Business Development:
- Support and achieve SET target revenues through securing research and consultancy funding.
- Lead business development initiatives, especially in emerging technology sectors.
- Build networks with funders and collaborators.
Group and Other Responsibilities:
- Contribute to developing SET’s research strategy in technology policy.
- Raise RAND Europe’s profile and effectively communicate research findings.
Requirements:
- Proven experience in technology policy research and project leadership.
- Successful track record in securing research projects for UK government, EU institutions, or philanthropic clients.
- Experience in technology fields including AI, data analysis, and machine learning.
- Strong analytical, writing, and presentation skills.
- Hands-on project management, including budget and people management expertise.

Job Location:
This role is based in RAND Europe’s Cambridge or Brussels office, with a hybrid working model offering flexibility to work from home (minimum one day in the office per week). Occasional travel to visit clients on-site, primarily in London and Brussels, may be required.
