Location
This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US. Bixal does not provide visa sponsorship.
What Will You Do?
We are looking for a Senior Data Architect to join our expanding team of experts at Health and Human Services. The hire will be a visionary capable of translating the business requirements of a federal agency into technology requirements and data standards that align with IT and data governance policies. The Senior Data Architect has the duty to convey strategic requirements, layout high-level integrated designs to meet those requirements, and align with enterprise strategy and associated business architecture. They must be independent and comfortable with collecting requirements from stakeholders of all backgrounds, transferring those needs to multiple teams and systems through a data management framework. Careful attention to detail alongside the ability to understand abstract concepts is essential to perform well in this role. The right candidate will be enthused to positively impact millions of Americans by infusing their knowledge into the federal government's data processes.
Responsibilities
- Develop and implement a complete data architecture strategy that aligns with agency goals, objectives, and policies.
- Enforce data governance policies, standards, and best practices to maintain data quality and compliance.
- Manage comprehensive documentation of data architecture, data models, and integration processes, ensuring they are visible to all parties at all times.
- Collaborate with business stakeholders, data engineers, and cloud engineers to provide strategic solutions.
- Visualize, design, and prepare data in a framework subsequently used by data scientists, data engineers, or data analysts.
- Define data flows, i.e, which parts of the organization generate data, which require data to function, how data flows are managed, and how data changes in transition.
- Design and maintain complex data models, ensuring data accuracy, integrity, and performance.
- Ensure data security and compliance with data privacy regulations.
- Stay updated with emerging data technologies and recommend for adoption to enhance data architecture.
- Collaborate with Bixal’s team of practice area leads and business development experts to envision new opportunities for data modernization in the federal space.
Qualifications
- Experience working as a data architect in the healthcare analytics space.
- Able to undergo a background investigation by the U.S. Government and meet eligibility requirements for suitability.
- Demonstrated ability to translate business requirements into technical specifications, including data streams, integrations, transformations, databases, and data warehouses.
- Excellent leadership, problem-solving, and communication skills.
- In-depth knowledge of data integration tools (ex. erwin, Alation) and ETL processes.
- Strong expertise in data modeling techniques, data warehousing, and database design.
- Understanding of data regulations and standards such as FISMA, PII/PHI, FHIR, ARS.
- Proficiency in AWS data management systems (RDS, EMR, s3, Athena).
- Experience working on Agile teams.
- Bachelor’s degree and 5+ years of experience in a data architect role, or a comparable combination of education and experience
