Data Modeler/Data Architect (0030) OCT Consulting, LLC is a SBA-certified, 8(a) small business management and technology consulting firm providing support to Federal Government clients. Our consulting services include Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology. Responsibilities and Duties We are currently looking for a part-time Data Modeler/Data Architect to work with our federal client. Independent contractors (1099s) are encouraged to apply. Your responsibilities will include: - Requirements Gathering and Analysis, such as conducting meetings with stakeholders to understand their data requirements and objectives, analyzing existing data models to identify gaps and areas for improvement, documenting data requirements and translating them into technical specifications, providing guidance on data requirements in the formulation of agency initiatives and modernization efforts. - Data Mapping and Integration, including identifying source systems and data repositories for migration, developing a mapping strategy to migrate data from legacy systems to the new environment, collaborating with developers and database administrators to ensure seamless data integration. - Conceptual and Logical Data Modeling, like designing and developing conceptual and logical data models based on business requirements, defining entities, attributes, relationships, and constraints to represent the data structure accurately, and collaborating with stakeholders to validate and refine the data models. - Physical Data Modeling, such as developing an ontology for the current and future states of enterprise data, translating the logical data models into physical data models suitable for implementation, defining database schemas, tables, columns, indexes, and constraints, optimizing data models for performance, scalability and data integrity. - Data Standardization and Normalization, including analyzing existing data structures and proposing data standardization and normalization techniques, ensuring data models comply with industry best practices and data governance policies, identifying redundant or inconsistent data elements and developing strategies for data cleansing and consolidation, defining solution blueprints for implementing Master Data Management for applicable data domains based on high-level functional, technical, and non-functional requirements. - Data Security and Privacy, like collaborating with agency and departmental security and compliance teams to define data security and privacy requirements, implementing appropriate security measures, and incorporating Federal laws and privacy regulations into the data models and processes. Requirements Qualifications and Skills A competitive candidate will possess the following: - 10+ years of experience as a Data Modeler/Data Architect. - Expertise working on the Azure platform and proficiency in data modeling languages. - Familiarity with data infrastructure best practices, data governance principles, data quality management, and metadata management. - Prior experience working in the federal government context is advantageous, particularly with the United States Department of Agriculture (USDA). - Strong written and oral skills. - Knowledge of MS Project, JIRA, and other MS Office tools. - Ability to organize resources from diverse backgrounds and skills. Education and Certifications Certifications related to data and architecture are advantageous but not required. A Bachelor’s Degree in a related field is required. Other requirements include the ability to obtain or retain a Public Trust clearance, which will involve a credit, fingerprint, and law enforcement agency check.
