About the Position

We are seeking an Experienced Portfolio Manager to join our Investment and Treasury division at the European Stability Mechanism (ESM). As a Portfolio Manager, you will be responsible for managing fixed income portfolios primarily invested in the euro-area markets, reporting directly to the Head of Investment and Treasury.

Division Overview

The Investment and Treasury division oversees managing portfolios in line with prudent investment guidelines and risk policies for the European Stability Mechanism (ESM) and the European Financial Stability Facility (EFSF). This includes handling €80 billion in ESM paid-in capital and liquidity buffers tied to ESM/EFSF funding and lending activities. The division provides regular market analysis, engages in projects related to investment activities, and contributes to developing a responsible investment approach.

Our division reports to the Chief Financial Officer/Management Board Member and works closely with several departments, including Middle Office, Risk Management, and Finance, among others.

Key Responsibilities

  • Execute investment positions and financial operations in line with the ESM risk framework and investment processes.
  • Monitor and analyze portfolio positions and risk parameters, benchmarking them against portfolio standards.
  • Prepare and present regular reports on market developments and investment activities to senior management.
  • Develop and maintain qualitative and quantitative tools and performance indicators for the Investment and Treasury division.
  • Contribute to investment strategy decisions and participate in presentations to the Investment Management Committee.
  • Implement financial instruments and market tools for portfolio management.
  • Support innovation initiatives, including automation and the development of AI tools.
  • Represent the ESM at international conferences and external events.

Required Background and Experience

  • University degree or equivalent in economics, finance, or sciences.
  • Minimum of three years of experience in managing fixed income assets with a financial institution, central bank, or asset manager.
  • Strong knowledge of fixed income instruments and associated risks.
  • Proficiency in main fixed income instruments, including securities, futures, and swaps.
  • Programming skills in Python and familiarity with machine learning tools are a plus.
  • Experience with Tableau or Power BI is advantageous.
  • Professional qualifications such as CFA, IFID, or CAIA are a plus.
  • Previous experience with other international financial institutions or central banks is an asset.
  • Excellent English communication skills, both oral and written.
