Position Overview

The Health Scientist/Strategic Account Advisor will play a critical role in planning and developing high-risk, high-reward health-related R&D projects. This position encompasses:

  • Evaluating technical feasibility for health breakthroughs.
  • Reviewing health research-related technical reports.
  • Developing strategies for scientific capability growth.
  • Monitoring R&D projects against goals and developing test and evaluation methodologies.
  • Assessing costs, efficacy, and safety of scientific solutions.
  • Preparing scientific program status reports and materials.
  • Participating in ARPA-H discussions and seminars, and communicating findings effectively.

Internal Leadership Responsibilities

This role involves significant internal leadership at Noblis, including:

  • Developing new Business Development (BD) opportunities.
  • Account strategy and senior leadership positioning for ARPA-H.
  • Providing subject matter expertise in key ARPA-H STATS areas like Technical, Administrative, Business Process, and more.
  • Supporting staffing, recruiting, and strategic task order response development.
  • Contributing to CMS and NIH account growth and strategic advisory.

Work Arrangement

This position is primarily on-site, with potential for telework 1-2 days per week.

Required Qualifications

  • US Citizenship with the ability to obtain a Public Trust Clearance.
  • PhD in health science or related field with minimum 6 years of relevant experience, or Master's degree with 8 years of experience.
  • Minimum of 3 years of experience in managing teams.
  • Proven ability in planning and developing high-risk health R&D projects.
  • Demonstrated experience with advanced research techniques and unconventional approaches.
  • Exceptional communication, collaboration, and presentation skills.
  • Experience providing consulting services to federal program managers.

Desired Qualifications

  • 10+ years of related experience.
  • Experience resolving R&D issues and providing innovative solutions.
  • Peer-reviewed publications in regenerative medicine.
  • Strong relationships with R&D program managers and organizational leadership.
  • Experience in providing program management and analytical support for Health-related topics.
