The International Consultant will operate under the direct technical guidance of the UNFPA Programme Analyst – Maternal Health/Family Planning and the UNFPA ESARO Resource Mobilization and Partnerships Specialist, with overall oversight by the UNFPA Head of Office. The team will collaborate closely with the consultant to ensure timely delivery of project milestones.

New financing instruments and mechanisms are emerging to better integrate financial inclusion with broader investment environments, aligning financial flows with the SDGs.
Healthcare systems in these regions face complex challenges like low employment rates, financial strain on households, and insufficient public healthcare services. A shared financing model involving the public sector, NGOs, and private entities is essential to ensure accessible healthcare for all.
There is a critical need for accessible, quality healthcare services at both community and regional levels. Better coordination between existing and new healthcare facilities, alongside innovative healthcare insurance solutions, can enhance service delivery and sustainability. This initiative aims to develop a mixed public-private healthcare system to address affordability issues and improve access for low-income populations.
The aim is to explore a medical aid/health insurance partnership in Eswatini, piloting affordable healthcare models for communities near private sector hospitals in Manzini. The initiative seeks to test the blended finance potential of a public-private partnership serving both low-income and high-end markets within shared infrastructure spaces.
Collaboration between NGO-run community clinics and private sector hospital facilities can create a referral system to ensure comprehensive care. Cost mapping, geographic proximity analysis, and disease profiling will be integral to modeling the product's uptake and demand for hospital services.
A collaborative business and actuarial model involving the public and private sectors is essential. The insights gained will help develop a new medical aid product aimed at low-income communities. Support for documenting the mission is vital to capture lessons learned and share them with other stakeholders.
The consultancy aims to conduct data analysis to inform scoping services for a collaborative public (NGO)-private partnership to test solutions for shared social infrastructure in healthcare services.
The consultant will undertake the following tasks:
Education: A Master’s degree or higher from an internationally recognized university in commerce, business science, or actuarial studies. A qualified actuary is preferred.
Experience:
Fluency in English is required, and the final report must be produced in English.
