Principal Developer Data Engineer

Gold Coast Health Plan is currently seeking a skilled Principal Developer Data Engineer to join our dynamic team.

Position Summary

As a Principal Data Engineer at Gold Coast Health Plan, you will collaborate with technical and business teams to address complex business challenges using advanced technology solutions, including hardware, software, databases, and peripherals.

In this role, you will provide strategic guidance and advice to functional teams, leading the development of high-quality, end-to-end analytic solutions. Your efforts will support our mission of improving the health of the populations we serve by building consumer-centered analytical solutions. You'll work across multiple domains including Security, Infrastructure, Application, and Cloud, extending our data capabilities into the future. You will serve as a trusted advisor to senior executives, providing significant recommendations and acting as an advanced subject matter expert across the enterprise.

Essential Functions

Job Functions & Responsibilities:

• Evaluate business needs and priorities, liaise with key business partners, and address team needs related to data systems and management.
• Advocate for architecture principles and articulate their value proposition to business and technology partners.
• Design primary patterns for large-scale batch and real-time data pipelines using data processing frameworks in the Azure cloud platform.
• Establish key development frameworks for data ingestion, data processing, and serving analytical data sets.
• Translate business requirements into technical specifications; define application details, components, and enhancements.
• Lead a team of developers in building and configuring technical systems across all data platforms.
• Design, analyze, and review application code to ensure it meets development standards.
• Make decisions regarding the technical approach for project components and implementation.

Minimum Qualifications

Education & Experience:

• BA/BS in computer science, mathematics, information management, business, or equivalent experience.
• 10+ years of progressive information technology experience directly related to architecture/engineering, information security, or other specialized technology fields.
• 5+ years of experience with Cloud Computing & certifications in Cloud Technologies.
• 5+ years of experience in SQL.
• 2-5 years of platform implementation and transformation experience.
• Experience with SQL, dB Visualizer, AWS, Azure, and Cloud technologies.
• Experience with Power BI or similar data visualization tools.
• Knowledge of HL7 v2, HL7 CDA, and FHIR interface mapping (highly preferred).
• Experience with Cassandra, JSON, JAVA, Python, and Spark.
• Strong communication skills for creating and sharing presentations with multiple audience levels, including senior executives, architects, and developers.
• Passionate about improving consumer experiences.
• In-depth knowledge of healthcare interoperability and patient data aggregation.
• Effective communication skills with customers at all organizational levels.

Preferred Qualifications

Ideal candidates will have broad technology experience across several areas, including cloud architecture, web services, event streaming, analytics, machine learning, storage, DevOps, containers, serverless computing, CI/CD, management, and monitoring. Additionally, experience with cloud migrations, digital transformation, large enterprise-level systems, and managing data at scale would be advantageous. Adapting to different areas of Digital Channels based on assignments and needs, and previous experience in providing technical leadership to a team of data engineers is preferred.

Technology & Software Skills

Advanced proficiency in MS Office products is required.

Certifications & Licenses: A valid and current Driver's License, Auto Insurance, and professional licensure(s) are required.
