The Free Library of Philadelphia seeks a skilled Data Analyst to join the Research & Data Analytics group within the Performance Management and Technology Division. The ideal candidate will have extensive experience in all aspects of data analytics, including data acquisition and cleaning, descriptive, prescriptive and predictive analytics, and data visualization. The Data Analyst will generate organizational value through exceptional analytical skills and a firm understanding of functional domains, delivering actionable data products, analyses and reports in line with Performance Management objectives. The Data Analyst will work collaboratively with Performance Management and Technology staff to recognize program objectives and oversee complex projects. The Data Analyst may manage the daily responsibilities of associate data coordinators, including mentoring, evaluation, and ensuring adherence to standard operating procedures. Essential Functions • Source data from various internal and external databases. Verify data accuracy and integrity by cleansing and preprocessing the data. • Employ suitable statistical analysis methodologies to spot and identify patterns, trends, and correlations. • Visualize data using industry-standard tools (Tableau, Power BI, Excel) for effective portrayal of results. • Prepare and present reports, summaries, and proposals to audiences with varying levels of technical expertise. • Design and test data-driven hypotheses to answer specific questions. • Develop predictive models, such as regression, AI, machine learning, or time series models to forecast trends and outcomes. • Work with database systems to retrieve, manipulate, and analyze data effectively. • Write SQL queries to extract relevant data. • Collaborate with cross-functional teams to understand data requirements and deliver actionable insights. • Guarantee data security and compliance with data privacy regulations. • Prepare standard operating procedures (SOPs) and ensure comprehensive documentation of datasets, scripting routines, and workflows. • Supervise junior staff, interns, identify mentoring opportunities and provide aid as needed. • Serve as a Subject Matter Expert for Library agencies to ensure compliance with appropriate data management, integration, and sharing protocols. • Participate in meetings and events within the department, city, and the broader data analytics community. • Present reports at department meetings, informational sessions, and selected conferences. Competencies, Knowledge, Skills, and Abilities Required • Proficiency with R and/or Python, and SQL programming languages. • Experience developing statistical methods and analyses including predictive analytics, and correlation and regression models using appropriate statistical software tools. • Experience using industry-standard data visualization and graphics tools for creation of professional reports and presentations, web content, and education materials. • Proficient in forming database query strategies from spatial and non-spatial relational databases. • Ability to communicate complex technical information effectively to diverse audiences. • Excellent written and oral communication skills and strong project planning, organization, and time management skills. • Ability to develop and maintain good working relationships and collaborations while independently undertaking initiative. • Willingness to expand professional skills by availing appropriate continued education and training opportunities. Preferred • Experience with cloud services and data management. • Experience with Tableau and/or PowerBI applications. • Experience adhering to regulatory requirements related to PII. • Experience with parcel mapping, editing, and parcel management. • Experience using ESRI ArcGIS software suite to publish data and produce GIS applications. • Proficiency in spatial data creation, editing, and maintenance. • Experience with multi-user versioned and distributed editing, replication in ArcGIS Server/ArcGIS SDE 10.x environment.
A minimum of five years of relevant professional experience is required. Must hold a Bachelor's degree from an accredited college or university with major coursework in Information Science, Statistics, Data Science, Information Management, Geographic Information Systems (GIS), Urban Planning, or a related field. A Master's degree is preferred.
Salary Range: $75,000‒$85,000
Starting salary to be determined based on experience and qualifications.
