We are searching for a Data Scientist of EU nationality, available to work remotely from any European country for the client specified below.
DG Environment, Unit A2, partners with other Commission services and stakeholders to deliver high-quality corporate solutions/information systems for its policy units. These solutions facilitate the successful execution of the Commission's Digital Transformation and EU environment policies. The products we provide include systems which aid Member States in their reporting obligations to the European Commission; licensing systems for controlled materials trade; data analysis and visualization tools; and registry systems for products compliant with particular legislative requirements. The specifics of the solution assignments may alter over time in response to the evolving needs of the portfolio/project/service.
Job Requirements
- Gather business and data requirements regarding policy objectives, user experience, and data availability.
- Create advanced data mining, reporting, and storytelling solutions.
- Identify, evaluate, and implement applicable data mining or business intelligence solutions.
- Specify and design presentation interfaces with optimal user experience.
- Identify and document various data types/sets located across different platforms and specifically the required ETL flows.
- Generate data models tailored to specific problem statements.
- Perform scripting and programming on a low complexity level (e.g., DAX, SQL).
- Contribute to the design and execution of the analytics architecture and its solution stack (including security aspects, conceptual and physical design, artefact organization, etc.).
- Compose various forms of documentation associated with tasks and liaise with other project teams as needed to manage cross-project dependencies.
- Participate in testing, deployment, evaluation, and reporting of existing or newly developed solutions.
- Provide user guidance and support for solutions usage, either in writing or through training.
- Coordinate the technical teams among partners, and between the policy experts and the technical teams implementing the solutions.
- Adhere to internal governance and guidelines.
In terms of concrete outputs and infrastructure:
- Design and develop Microsoft PowerBI reports.
- Create visualizations for incorporation into other information systems.
- Identify available data and the data transformations needed for the business intelligence tools under development.
- Support the design and implementation of an environmental data warehouse using Azure Synapse and Azure Data Lakes.

- Excellent communication skills with both technical and non-technical audiences.
- Strong skills in analysis and problem-solving.
- Able to generate clear and structured technical documents.
- Capable of participating in technical and policy discussions; strong communication skills required.
SPECIFIC EXPERTISE
The following specific expertise is required for the performance of tasks:
- At least 3 years of specific expertise in Microsoft PowerBI (competence level 5 minimum required).
- At least 3 years of experience in business and data analysis (competence level 5 minimum required).
