About the Science, Technology, and Innovation (STI) Directorate

The STI Directorate aims to help OECD member countries and other key economies foster environments where science, technology, and knowledge can drive innovation. This work creates economic and social value. The Digital Economy Policy (DEP) Division within STI is responsible for developing policies that stimulate the growth of an accessible, innovative, open, inclusive, and trusted digital economy. DEP collaborates on horizontal issues such as ICT in health, taxes, trade, productivity, skills, and labor market impacts.

Position: Data Analyst - Digital Economy – Connectivity Services and Infrastructures

Main Responsibilities

Your role will be focused on supporting the Working Party on Connectivity Services and Infrastructures (WPCSI) and DEP's work on measuring digital transformation. This includes leveraging statistical or econometric techniques, advanced programming skills, and data visualization tools. You will work closely with the Connectivity Services and Infrastructures (CSI) unit in the DEP Division.

Economic Research and Data Science

  • Contribute to economic research projects related to alternative data sources and new modeling techniques like machine learning, advanced econometrics, geospatial analysis, and natural language processing.
  • Maintain OECD's indicators on connectivity and collaborate with other units on digital transformation indicators.
  • Draft documents, working papers, and presentations related to connectivity policy issues.
  • Respond to internal and external requests for statistics and methodological queries.

Communication and Liaison

  • Develop working relationships within STI and across OECD, as well as with data scientists and statisticians in national administrations and other international organizations.
  • Participate in WPCSI meetings and workshops, prepare methodological documents and tools.
  • Contribute to the external visibility of the DEP Division by participating in workshops and conferences.

Qualifications

Academic Background

An advanced university degree in data science, computer science, statistics, mathematics, economics, or a related field.

Professional Background

  • At least two years of experience in economic analysis and/or data science.
  • Experience or coursework in areas like time series analysis, natural language processing, geospatial analysis, causal inference, and web scraping.
  • Proven ability to communicate complex results and use data visualization techniques effectively.
  • Experience in project management and multidisciplinary projects.

Technical Skills

  • Advanced techniques including machine learning.
  • Experience with large statistical databases and statistical software (e.g., STATA, R, Python).
  • Knowledge of Git for version control.
  • Data visualization frameworks for both static and dynamic settings.
  • Experience with cloud computing tools is an added advantage.

Language Proficiency

  • Fluency in one of the two OECD official languages (English or French) and willingness to learn the other.
