Project Description
Funded by the United States Agency for International Development (USAID), the Opportunity 2.0 (O2) is a five-year program aimed at reinforcing second-chance education systems for at-risk, out-of-school youth in the Philippines. O2 collaborates with national and local structures to equip 180,000 youth with skills and opportunities to enhance their education, employment, and livelihood results.
We aim to carry out this vision through a multifaceted, system-strengthening approach that aligns the formal education system, markets, and youth "sub-systems" at regional levels. This involves providing experienced project staff embedded in government departments; further aligning the input of technical assistance; and optimizing opportunities to converge stakeholders to identify and refine synergies and transition pathways for youth. Our focus includes the Department of Education's Alternative Learning System and the Technical Education and Skills Development Authority.
Job Description
Based in Pasig City, the Data Analyst will report to the Manila-based Senior Monitoring and Evaluation (M&E) Manager. The role involves ensuring the quality and accuracy of Opportunity 2.0 data and processes and presenting this data to help O2 project staff and partners make more informed decisions. The analyst will collaborate with the Monitoring, Evaluation, and Learning (MEL) team in data-driven reporting, generating insights, and offering recommendations to different project units.
Essential Functions
The Data Analyst has several responsibilities that include, but are not limited to:
- Analyzing and interpreting data trends and patterns from various datasets
- Generating reports as per project staff requests
- Leading the update of project dashboards in coordination with the Database Manager
- Providing technical support to the MEL Team in the analysis of outcome indicator data and data from special studies
- Organizing, validating, cleaning, and formatting data for analysis
- Performing various quantitative and qualitative data analyses
- Assisting M&E Officers and Database Manager in developing and updating M&E tools
- Assisting the Database Manager in determining and updating required data structures
Other Duties
Other duties include periodic report creation, support for other initiatives, handling sensitive documents and information, complying with project and organizational policies, and performing any other duties assigned by the Senior M&E Manager.

Based in Metro Manila, with possible travel to project sites

Qualifications
MINIMUM QUALIFICATIONS
Education:
Secondary education with at least 4 years of directly relevant experience is required; an associate or bachelor’s degree in statistics, mathematics, data science, or related fields is preferred.
Skills and Experience:
Key skills and responsibilities include, but are not limited to:
- At least 4 years of directly relevant experience in monitoring and evaluation, preferably in a USAID-backed project
- Superior oral communication and writing qualities
- Extensive experience with monitoring program implementation using both quantitative and qualitative strategies
- Strong critical thinking and statistical proficiency
- Familiarity with qualitative data analysis software
- Experience in using statistical data analysis packages spreadsheet applications
- Experience in developing and coordinating data collection, processing, and analysis systems
- Experience in creating dashboards, preferably using Power BI
- Demonstrated capacity to work effectively within teams
- Proven ability to facilitate coordination among a diverse range of staff and stakeholders
- Excellent people skills at all levels, cultural sensitivity, ability to work well under pressure, negotiate diplomatically, and work well in a multicultural and multidisciplinary work environment
- Willingness to work and travel in all project areas
Language:
Fluency in Filipino and English.
