The Delaware Valley ACO (DVACO) is an accountable care organization that participates in the Centers for Medicare and Medicaid Services’ Medicare Shared Savings Program (MSSP). DVACO is a joint venture among three stakeholders: Humana, Main Line Health System, and Jefferson Health System, with Humana leading the provision of administrative support in multiple areas, including HR.

DVACO’s MSSP participation makes up the region’s largest Medicare ACO grouping, encompassing more than 2,000 physicians and about 70,000 Medicare fee-for-service beneficiaries. Furthermore, DVACO currently holds performance-based contracts with private payers and manages population health initiatives for the employees and dependents of Jefferson Health and Main Line Health, broadening DVACO’s total number of beneficiaries to over 200,000.

The primary focus of DVACO revolves around three core areas:
• Improve the Health of our Patient Population
• Improve our Patients’ Experiences
• Reduce the per-capita Cost of Care delivered to our Population

These goals are achieved through improved coordination of patient care and a dedication to quality improvement initiatives that amplify the efficiency of care delivery within the outpatient setting.

Responsibilities

The Manager, Data Engineering heads DVACO's Data Engineering team. Data engineering is in charge of ingesting and transforming data from internal and external sources using cloud-native platforms and software development best practices. It drives the use of software tools that apply artificial intelligence, machine learning, and big-data techniques to cleanse, organize, and transform data into insights and actions that enable DVACO to serve our members better. The manager develops strategies to meet current and future business needs and solves complex technical and operational problems in collaboration with the Cloud Service Provider (CSP) and strategic partners.

  • Develops technical and operational strategies to meet the organization's current and future needs
  • Manages a team of 3 Senior Data Engineers in partnership with the Cloud Service Provider (CSP), members of the operations/analytics team, and strategic partners
  • Develops strategies to meet current and future business needs and solves complex technical and operational problems with the Cloud Service Provider (CSP) and strategic partners
  • Works in collaboration with an external Cloud Service Provider (CSP) and other DVACO staff to build and manage Azure pipelines, data lakes, data warehouses, etc. to support DVACO's goals and objectives
  • Is responsible for payer data integration and implementation; data acquisition and data management, SQL programming, quantitative and qualitative data analysis
  • Works directly with the VP of Operations, Director of Population Health IT, and CSP to effectively manage the MS Azure cloud and balance budget, security, compliance, technical, and operational requirements

Required Qualifications

  • Bachelor's Degree
  • At least one year of management experience with direct reports
  • Experience in developing and implementing technical strategies using Microsoft Azure technologies
  • Experience in designing and developing Microsoft databases and data warehouses
  • Experience in developing pipelines using MS Azure Data Factory (ADF), Databricks or Azure Synapse Analytics (ASA)
  • Experience in developing and implementing ETL and auto scripting capabilities using Python or other similar tools
  • Experience in developing and optimizing database tables, stored procedures, and views
  • Effective verbal and written communication skills appropriate for internal staff, leadership and external stakeholders
  • Ability to work well within a matrixed environment
  • Willingness and ability to learn new skills and adapt to a fast-paced environment

Preferred Qualifications

  • Experience in developing and maintaining star schema data warehouses
  • Experience in using parquet files for reporting purposes
  • Experience in working with FHIR or other HL7 integration options
  • Knowledge of healthcare coding structures and payment methodologies
  • Understanding of clinical or payer operational processes and ability to evaluate impacts on data compilation and reporting

This position will operate in Eastern Standard Time.

Work-At-Home Requirements

  • To ensure Home or Hybrid Home/Office associates can work effectively, their self-provided internet service must meet certain criteria: a minimum download speed of 25 Mbps and an upload speed of 10 Mbps. Recommendations are for a wireless, wired cable or DSL connection, though a satellite, cellular, and microwave connection may be used, subject to approval by leadership. Humana will not pay for or reimburse associates for any portion of the cost of their self-provided internet service, except for associates living or working from home in California, Illinois, Montana, or South Dakota. Associates in these states will receive a bi-weekly payment for their internet expense. Humana will provide Home or Hybrid Home/Office associates with telephone equipment appropriate for the business requirements of their position/job. Work must be performed from a dedicated space free from ongoing interruptions to protect member PHI/HIPAA information.

Pay Range

The compensation range below reflects a good faith estimate of starting base pay for full-time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay decisions will vary based on demonstrated job-related skills, knowledge, experience, education, certifications, etc. $115,300 - $158,600 per year
