WHO WE ARE LOOKING FOR: The Fors Marsh Program Evaluation and Policy Analysis (PEPA) practice seeks a seasoned Managing Researcher to play a pivotal role in advancing data-driven decision-making within federal agencies. As the Managing Researcher for Data Strategy and Use, you will deliver strategic direction and leadership across various domains, including analytic lifecycle management, data analytics, data management strategies, enterprise risk management, and enterprise data strategic planning. This position demands a strong understanding of Agile and CRISP-DM methodologies, along with a profound comprehension of the connection between enterprise data strategy and program evaluation.
*This position is a contingent hire, meaning it depends on Fors Marsh securing an upcoming proposal. The interview process will follow our standard procedure, and the offer letter (should we decide to proceed) will act as a letter of commitment.
Responsibilities include:
1. Analytic Lifecycle Management:
- Collaborate with federal agency teams to plan, execute, and supervise the entire data analytic lifecycle, ensuring alignment with agency objectives and goals.
- Apply Agile principles to flexibly manage projects, responding to changing requirements and ensuring timely delivery of valuable insights.
2. Data Analytics and Business Intelligence:
- Lead the development and implementation of advanced data analytics and business intelligence strategies to extract actionable insights from complex datasets.
- Utilize statistical analysis and data visualization techniques to effectively communicate findings to both technical and non-technical stakeholders.
3. Data Management Strategies:
- Develop and implement comprehensive data management strategies, emphasizing data quality, integrity, security, and compliance with regulatory frameworks.
- Collaborate with agency stakeholders to establish robust data governance frameworks, data integration strategies, and data lifecycle management.
4. Enterprise Risk Management:
- Identify, assess, and mitigate potential risks associated with data utilization, management, and analysis, ensuring data privacy and security.
- Collaborate across teams to devise and implement risk management strategies that align with agency objectives.
5. Enterprise Data Strategic Planning:
- Lead the creation of long-term enterprise data strategic plans, harmonizing with agency mission and objectives.
- Work closely with agency leadership to identify opportunities for innovation, process improvement, and enhanced data-driven decision-making.
6. Program Evaluation Integration:
- Apply a nuanced understanding of the intersection between enterprise data use/strategy and program evaluation, bridging data insights with effective program assessment and refinement.
- Collaborate with program evaluation teams to ensure data-driven insights inform evidence-based decision-making.
Qualifications:
- Advanced degree (Master's or Ph.D.) in a relevant field, such as Data Science, Information Management, Public Policy, or a related discipline.
- Proven track record (12+ years) of leading complex data strategy and analytics initiatives, preferably within federal or governmental settings.
- Expertise in Agile methodologies and CRISP-DM (Cross-Industry Standard Process for Data Mining) framework.
- Proficiency in data analysis and visualization tools, such as Python, R, SQL, Tableau, or similar.
- Familiarity with data governance, compliance, privacy regulations, and their application within federal contexts.
- Strong communication skills, capable of conveying technical concepts to diverse audiences and collaborating across teams.
- Demonstrated leadership acumen and the ability to mentor and guide multidisciplinary teams.
- Must be a U.S. Citizen and consent to a full background check due to our federal contract requirements.
- Applicants will be subject to a low-level government security investigation and must meet the eligibility criteria for access to sensitive information.

Salary: $140,000-$160,000
