Job Description

Each day, U.S. Customs and Border Protection (CBP) oversees the massive flow of people, capital, and products entering and leaving the United States via air, land, sea, and cyberspace. The magnitude and complexity of both physical and virtual border crossings require the application of “big data” solutions to support efficient trade and travel. Moreover, effective “big data” solutions aid CBP in ensuring the legitimate, safe, and secure movement of people, capital, and products.

The most promising candidates will have several years of experience working in highly dynamic, threat/risk-driven environments. These individuals will also have a proven record of delivering production-ready decision support tools and applications used in the field and by mission-support entities. Additionally, highly competitive applicants will possess a demonstrated ability to closely collaborate with mission stakeholders, adapt to emergent, mission-driven changes in priorities and expected outcomes, and apply new and emerging tools and techniques.

Responsibilities:

  • Carrying out hands-on analysis and modelling that includes making intervention assumptions and experiments, assessing needs for data and available sources of such data, determining the optimal analytical approaches, performing exploratory data analysis, and feature generation.
  • Working with mission stakeholders to define and outline mission challenges that could be mitigated through big data interventions, and then developing robust project plans.
  • Demonstrating proficiency in using, cleaning and transforming CBP transactional and mission data linked to identified problems to construct predictive models.
  • Applying knowledge of different statistical and machine learning techniques to define, develop and implement algorithms; train, evaluate, and implement predictive analytics models that guide mission decisions.
  • Executing projects aimed at identifying patterns and anomalies in large data sets.
  • Presenting project management, technical design, and outcomes to both technical and non-technical audiences, including senior government stakeholders through written or in-person reporting.

Qualifications

Required Qualifications:

  • More than 5 years of related experience.
  • Experience in developing machine learning models and implementing advanced analytics solutions to solve complex business problems.
  • Proficiency in programming languages such as: R, Python, Scala, Java.
  • Expertise in SQL programming.
  • Experience in extracting data to support EDA and model development.
  • Proficiency in statistical software packages such as: SAS, SPSS Modeler, R, WEKA, or equivalent.
  • Experience with methods of pattern recognition and extraction, automated classification, and categorization.
  • Experience with entity resolution.
  • Experience with unsupervised and supervised machine learning techniques and methods.
  • Experience in data mining, analysis, and training set construction.

Educational Requirements:

  • You should have a bachelor's degree, though a master's or Ph.D. degree is preferable. Your degree should be in operations research, industrial engineering, mathematics, statistics, computer science/engineering, or other related technical fields. Equivalent practical experience is also valuable.

You must be a US citizen and be able to obtain a CBP BI.
