Purpose of Consultancy:

In Eastern Europe, including the Western Balkans, gender inequalities and discrimination continuously impact family dynamics and society. These inequities perpetuate low female employment rates and substantial gender disparities in labor force participation, wages, and unpaid care work. To address these issues, the United Nations Population Fund (UNFPA) in Eastern Europe and Central Asia is set to initiate the second phase of the Expanding Choices project in Albania, Bosnia and Herzegovina (BiH), Kosovo, North Macedonia, and Serbia.

The project aims to empower women to participate fully in the labor market and make informed decisions, fostering gender-responsive and sustainable development. By promoting Gender Responsive Family Policies (GRFP) in the private sector through legislative and normative frameworks, the project seeks to create inclusive labor conditions aligning with the Austrian Development Cooperation's Regional Strategy for the Western Balkans.

Focusing on unpaid care work and family-friendly policies, the project supports family caregivers, balances work-life responsibilities, and strengthens governance. It also advocates for business-friendly public services and equal opportunities. The intervention aims to:

  • Enhance governmental capacity to design and monitor GRFP.
  • Encourages the private sector to implement GRFP.
  • Fosters regional collaboration on GRFP and their relationship with gender equality and economic development.

To support this initiative, UNFPA BiH seeks a data analysis expert for a survey on “Workplaces Tailored to the Needs of Future Families” in Bosnia and Herzegovina. The survey will analyze GRFP, regulations, and HR practices in the Federation of BiH and Republika Srpska, examining labor market conditions for women and young people to identify challenges and opportunities. It aims to develop policy scenarios linking GRFP to youth migration, enhancing demographic resilience, and encouraging young people to remain in BiH.

Scope of Work:

The consultant will support the lead researcher in data collection and analysis, assisting with the following tasks/activities:

Task 1: Data Processing and Analysis

  • Conduct data analysis following the agreed methodology under the supervision of the lead researcher.
  • Prepare the final report on “Workplaces Tailored to Future Families’ Needs in Bosnia and Herzegovina.”

Duration and Working Schedule:

The consultancy is scheduled from August 1, 2024, to October 15, 2024. The consultant will work a total of 15 days within this period. Specific dates and preparatory steps will be outlined in consultation with UNFPA CO at the start of the assignment.

Place of Service:

Services will be delivered in Bosnia and Herzegovina (BiH).

Delivery Dates and Format:

Under the coordination of the lead researcher, the consultant is responsible for delivering the data processing and analysis by October 20, 2024. Progress will be monitored regularly, and updates will be provided to the UNFPA ADA Project Manager.

Required Expertise, Qualifications, and Competencies:

Candidates should meet the following criteria:

Academic Qualifications:

  • University degree in social sciences, international relations, gender equality, or related fields.

Professional Experience:

  • Minimum 8 years of experience in data analysis, particularly in economy, HR, marketing, and social science research.
  • Advanced knowledge in research methodology and qualitative data analysis.
  • Strong analytical skills.

Other Skills:

  • Excellent communication and computer skills (MS Office proficiency).
  • Fluency in English and BHS.

Functional Skills:

  • Experience in generating, managing, and utilizing knowledge and information.
  • Ability to provide technical support systems.
