About You and This Role
The Regional Wetlands and Waters of the United States (WOTUS) Manager bears responsibility for the Section 10 and Section 404 Waters of the U.S. (WOTUS) program, procurement of permits, and comprehensive compliance handling for all Dow’s plants and pipelines across Texas. This comprises offering advocacy and legislative help for potential state and federal regulations and bills, initiating novel regulations and program enhancements, assuring punctual permits for projects, easing agency investigations, and acting as a communicator and support link between plant functions and expertise with the aim of placing Dow at the forefront of sustainability. This role involves interaction with the US Army Corps of Engineers (USACE) for levee, wetland, and other pertinent USACE requirements, as well as other organizations such as the Texas Commission on Environmental Quality (TCEQ), U.S. Coast Guard, Texas General Land Office, and the Port of Freeport.
Responsibilities of the Role
- Managing regulatory permitting, compliance, and program management in the fields of wetlands and WOTUS, levees, and other US Army Corps of Engineers requirements.
- Collaborating with businesses and operations to gauge proposed project modifications and impacts regarding permit needs, compliance prerequisites, incorporation of broader corporate aims, and proposing optimal solutions to maximize Dow’s value, ensure project timelines are met and protect the environment.
- Leading WOTUS permit undertakings via preparation of permit requests and agency talks to ensure ideal permit conditions that maintain a competitive edge, manage risks, reduce costs, and regulatory burdens while ensuring environmental protection standards are met.
- Steering primary components of wetlands/WOTUS permitting projects, such as commencing compensatory mitigation via various options such as credit purchases through mitigation banks, developing and executing permittee-responsible mitigation projects, and subsequent follow-up monitoring and reporting.
- Ensuring consideration and evaluation of project impacts on the broader corporate mission, values, goals, and initiatives, which includes working with projects teams to incorporate elements of sustainability, climate change, environmental justice, and circular economy.
- Partnering with project and plant personnel for efficient execution of wetland/WOTUS permits, offering interpretive guidance, and promoting open communication.
- Producing and reviewing crucial documentation, plans, permits, and other external agency submissions to ensure seamless management of compliance risks and maintaining Dow’s operations license and public image.
- Overseeing agency information requests to ensure accurate, punctual responses.
- Guiding Dow personnel in inspections/investigations by local, state, or federal agencies.
- Providing technical input and taking on the responsibility of evaluating Industrial Park influences on permits around highly integrated sites.
- Evaluating the potential effects of proposed regulations and offering constructive feedback to agencies.
- Striving for excellence in operating discipline to ensure best practices are documented.
Qualifications
- Applicants should have a minimum of a bachelor’s degree in engineering/science or relevant military experience at or above a U.S. E6 or Canadian Petty Officer 2nd Class or Sergeant ranking.
- A minimum of 5 years of relevant experience.
- A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
Preferred Skills
- Experience in WOTUS/wetlands and working with the US Army Corps of Engineers (preferably in TX)
- Experience working with external agencies and organizations
- Prior project management
Additional Notes
- The preferred location for this position is Freeport, Deer Park or Texas City. Other Texas Gulf Coast sites or virtual office within Texas may be considered.
- This role can be primarily performed remotely with an on-site requirement of up to 20% annually to meet business needs.
