Job Description

As a Payroll Manager, you are responsible for the complete HR administration, payroll activities and processes within BESIX: daily payroll processing, social documents, reporting and management of the payroll officers, i.e. among others:

  • You ensure the proper management of the payroll processes, and supervise the work of the payroll officers on a daily basis;
  • You guarantee the right management of the social administration, e.g. time credit applications, illness registrations, etc;
  • You study innovations and/or changes in legislation in terms of its application, inform employees about this and make proposals
  • You define the processes to be followed in your area of competence in the form of policies and guidelines and you are responsible for proposing and implementing continuous improvements;
  • You are responsible for the correct remuneration of the blue-collar and white-collar workers and ensure that the remuneration reflects the correct application of the personnel policy as laid out in, among other things, collective labor agreements applicable in the sector (PC124, PC302 and PC200 respectively) and the internal policies;
  • You guarantee the timely collection of work performance and input data and processing into fair wages;
  • You are the point of contact for the social secretariat and other external bodies (insurer, tax office, etc.);
  • You are responsible for the efficient delivery of data from the payroll administration in accordance with legal/internal requirements;
  • You prepare the necessary reports and data for management to perform cross-checks in payroll processing to detect possible errors and to correct them in a timely manner;
  • You effectively monitor the workforce of the entire organization, in addition to other indicators whose data is generated by the payroll program and other HR software; 
  • You manage the payroll team:
    • you define and closely monitor the education and training needs of payroll officers
    • you implement, support, evaluate and optimize BESIX payroll policy in collaboration with the Group Compensation & Benefits Manager
    • you implement international employment in Europe together with the Payroll & Mobility Officers under the supervision of the Group Compensation & Benefits Manager
    • you answer business requests for the preparation of tariffs (ADEB or other)

As a Data Manager, you are responsible for running assessment reports, analyzing metrics & reports data to the Group Compensation & Benefits Manager, to the Regional People Director Europe & to the Group Chief People Officer.  You are also responsible for providing other departments (finance, operation, communication or other) with ad hoc requested reporting.

As a visual communication expert, you use a dashboard to produce reports that summarize the numbers and types of cases that have been processed and their results.  You use dashboards to track progress toward goals and monitor trends in the area of payroll, compensation & benefits, performance management, headcounts, amongst others.

You are capable of analyzing large volumes of data to uncover trends, patterns, and insights that can be used to make informed decisions and drive projects forward. You have a profound understanding of data analysis tools & techniques, including data mining, machine learning and statistical analysis.

Qualifications

  • You have > 10 years of relevant experience, preferably also experience at a Big 4 and/or social secretariat;
  • You have an in-depth knowledge of useful HR IT applications (specifically payroll programs, but also Excel);
  • You have an excellent knowledge of social legislation (specific knowledge of the construction sector is a plus) both nationally and for international employment;
  • You have strong analytical skills and you are comfortable with handling large amounts of data;
  • Ideally, you're trilingual in French/Dutch/English, or at least, you're proficient in Dutch or French and are conversant in the other national language;
  • You are a natural leader, capable of guiding your team through changes;
  • You are a good listener with strong communication skills and know how to motivate people;
  • You can respect deadlines and work accurately and confidentially;
  • You have the persuasiveness to motivate employees, support a chosen path or project;
  • You are an empathic coach and a collaborative People manager;
